GNU coreutils provides a /usr/bin/truncate binary.
pet2tgz can not work with this binary because it needs you old little truncate binary. Thus pet installation fails in this setting.
Would it be possible to rename your truncate to ptruncate and change pet2tgz accordingly? As far as I can see truncate is not called from any other script.

I have a vague memory that 'truncate' is used somewhere else, but can't recall where.

All I can say is that does not show anywhere else besides pet2tgz, in the Woof2 tree or in Precise 5.4.3.
Unless it is called by another binary.

As far as I remember, truncate is used by PPM to strip the MD5.
